Apple M9178LL/A have larger screen (23") than HP L1706 (17").
If you like higher screen resolutions than you might decide that Apple M9178LL/A is better with 1920x1200 than HP L1706 with 1280x1024.
HP L1706 has 12ms pixel response time and Apple M9178LL/A has 16ms. That means that on both you might experience "ghosts" when scrolling text which is unpleasant to human eye.
Picture on L1706 could be very bright (300 cd/m2), but we cannot say the same for M9178LL/A (270cd/m2)
These LCD monitors don't have decent constrast . Contrast ratio of HP L1706 is 500:1 and Apple M9178LL/A has 400:1.
Horizontal angle is 170º on M9178LL/A and 140 ºon L1706 and those values makes them unsuitable for watching movies.

If you want to be able to connect your monitor to older computers, Apple M9178LL/A isn't good choice due to lack of VGA input.
Only Apple M9178LL/A has DVI input which allows you to connect it to newer video cards.
